FCC AC Powerline Rules Update. The July 11, 2005 deadline to meet the new FCC
powerline conducted emissions limits is rapidly approaching. The new rules,
which came about in September of 2002, harmonized conducted emissions testing by
changing the frequency range to 150 kHz to 30 MHz and revised the limits to
match the European counterparts. The FCC rules prior to September of 2002
required only the 450 kHz to 30 MHz frequency range to be tested.
After July 11, 2005, all products
certified with the old AC conducted emissions
limits must be retested and have PCII filings. Specifically, products which were
certified or DoC prior to September 9, 2002 or which were certified prior to
July 12, 2004 with the old conducted emission limits (device has an 05 grant
note code), need to have re-testing and a PC II filing. Similarly, all currently
marketed products, approved under Declaration of Conformity (DoC), using data
with the old conducted emissions limits, require re-testing to demonstrate
compliance to the new rules.
15.37(j) All radio frequency devices that are authorized under the
certification, verification or declaration of conformity procedures on or after
July 12, 2004 shall comply with the conducted limits specified in §15.107 or
§15.207 as appropriate. All radio frequency devices that are manufactured or
imported on or after July 11, 2005 shall comply with the conducted limits
specified in §15.107 or §15.207, as appropriate. Equipment authorized, imported
or manufactured prior to these dates shall comply with the conducted limits
specified in §15.107 or §15.207, as appropriate, or with the conducted limits
that were in effect immediately prior to September 9, 2002.
It is also important to note that products certified with a “CE” note code on
their grant do not need to retest or file a PCII. The “CE” note code indicates
that this particular product was tested from 150kHz to 30MHz.
If you have any questions regarding re-testing of products or PC II filings,
please contact us.

June 9, 2003 Expanded Safety and EMC Services in Northern California
CKC Laboratories, Inc. is pleased to announce the expansion of our long-standing business relationship with Safety Engineering Laboratory of San Jose, CA. Under the terms of a new agreement with SEL, either company is capable of providing its clients with seamless, effective EMC and Safety Certification services. "We have always encouraged our Bay Area clients to obtain UL, CSA and CE safety certification through SEL, we can now offer clients the excellent services of both firms with one, coordinated effort," says Todd Robinson, CKC's Director of Sales. CKC and SEL take the concept of 'one source for EMC and Safety' to a higher level. According to Lee Ould, SEL President, " Our service is quite different from that of firms which began in either EMC of Safety and then expanded, in-house, to provide the other discipline. CKC and SEL offer a high-degree of expertise and experience in both Safety and EMC. Our customers experience the benefit of this distinct advantage on their compliance projects." If you would like additional information regarding the CKC-SEL
partnership, please contact us.

US Conformity Assessment Bodies (CABs) can now perform many functions of an EU Competent or Notified Body. CKC Laboratories, a designated CAB, can now issue certificates for TCFs under the EMC directive as well as issue Letters of Opinions in accordance with Annex III and IV of the R&TTE directive.
Contact a Service Advisor.
Information submitted to the FCC requesting acceptance of Free Space Chambers.
CKC is a CAB (Conformity Assessment Body)
CKC Laboratories has been nominated and accepted in accordance with the US EU MRA as a designated Conformity Assessment Body under the EMC and TTE Directives. This qualifies CKC to operate as the equivalent of a competent body, ad defined in the EMC directive /89/336/EC, Article 10(2) and Annex (1). This will allow CKC to determine conformity to the essential requirements of the directive. If CKC determines that the TCF supports a determination of conformity, it issues a technical report and/or certificate to the manufacturer.
CKC now has four years experience achieving type approvals for WIRELESS devices in European Countries.
CKC can now offer full access to European Community countries in submitting transmitter type approvals. We also have direct access through letters of acceptance from Canada, Finland, France, Ireland, Korea, the Netherlands, South Africa, and Sweden. CKC is also a recognized certification body with Hong Kong, including safety. We have access to Eastern European countries through Nemko.
EN55024
Newly Published Immunity Standard for Information Technology Equipment (ITE). For more information please call your local Service Advisor. Summary of changes coming soon.
CKC has just received its recognition from HOKLAS as a Recognized Certification Body
This means CKC can do direct submittals to HOKLAS ( Hong Kong Laboratory Accreditation Service) for our customers. The HOKLAS recognition will also allow us to apply to any country which has an MRA with HOKLAS. This includes most of the APEC countries.
As of June 23, 1997, CKC Laboratories was approved for EMC testing and report preparation by the Bureau of Standard, Metrology and Inspection (BSMI) of Taiwan. As of January 1, 1998, most electronic products now fall under the "regulative management" for "electromagnetic wave conformity" by the BSMI. Testing and report generation must take place at a BSMI accredited laboratory, such as CKC. Then, the client’s applications and test reports must be submitted to the BSMI by CKC’s on-shore representative. CKC is able to offer reports and applications for our clients in Chinese and English, in accordance with BSMI procedures. If the application process is successful, a registration number is issued to the manufacturer and published in the BSMI’s "Monthly Test Reports" publication.

Free-space chambers have some very real possibilities for revolutionizing compliance testing. Along with supplying the theoretical equivalence to measurements made on an open-field site, they could be an economical, efficient and accurate answer that benefits both manufacturers and regulatory agencies.
EN50082-1 (1997) -It's Official!
The announcement that EN50082-1 (1997) will be active on March 1st, 1997 finally came. There are a few surprises, such as the inclusion of Surge requirements, which had been contested by many manufacturers.
Here is the summary of changes:
Old 801 series tests will be replaced with the EN61000 series tests.
Power Frequency Magnetic Fields (EN61000-4-8) is required.
Radiated Immunity: 900 MHz Radio Frequency Keyed Carrier, (ENV50204) is required.
Surge (EN61000-4-5) is required if applicable.
Voltage Dips, Variations and Short Interruptions (EN61000-4-11) is required.
Conducted Immunity changes from ENV50141 to EN61000-4-6.
Radiated Susceptibility (EN61000-4-3) changed to 80 MHz to 1 GHz.
Commercial, residential and light industrial products tested after March 1, 1998 should test to the new EN50082-1 (1997). Products that tested to the old standard, EN50082-1 (1992), before March 1, 1998, can remain on the market until July 1, 2001. However, a member country can adopt the new standard before July 1, 2001 and require the manufacture to re-test. Additionally, any product which needs to be re-tested after March 1, 1998 should be tested to the new standard. After July 1, 2001, all commercial, residential, light industrial products sold in the EU will have to comply with EN50082-1 (1997).
Unless a product has a very short life span, CKC strongly recommends that all affected products being tested from this time forward be certified to the new immunity standards.
